This diagram was published in the military memorandum RM-3420-PR "On Distributed Communications - I Introduction to Distributed Communications Networks". Paul Baran is regarded as one of the precursor architects of the Internet. This diagram explains the principle of a decentralised network as implemented in the ARPANET (which he helped to set up) and still used today for the Internet we use.
